The institutions that nourish research and development, like those that support education and those that sustain the public’s commitment to the openness of the economy, are foundations of a productive and innovative society. These foundations need to be able to bear the weight of adjustment to earth-shuttering movement in the international economy. […] How to adjust and reinforce these public foundations is too large a task for private initiatives alone to undertake. We recognize that our research at the ground level of the firm does not provide the answers. We only know that even the best of the companies that we have seen in the United States will suffer if there is a failure to renew the stock of public resources on which they continue to draw in building their own capabilities.
